			<content:encoded><![CDATA[<p><span style="font-family: arial; font-size: x-small;"><span style="line-height: 115%; font-family: 'Times New Roman','serif'; color: black; font-size: 12pt;">Under general direction, administers the Medical Records Department of County General Hospital; and does related or other work. An incumbent of this class directs the Hospital&#8217;s health care records program, assuring that accreditation needs and administrative goals are met and that medical, legal and ethical standards are upheld. Manages the operations of the inpatient and outpatient treatment records system, the medical transcription/dictation system, and the patient benefits claims system; assures through supervisory staff that appropriate records and forms are completed and recorded and that deadlines are met; implements appropriate medical records information systems and controls based on regulatory and professional standards. Confers with other Hospital staff members to assure standardization of medical treatment data in compliance with required regulations and guidelines for accreditation and licensing; maintains the coding and classification system for statistical collection, reimbursement and other activities. Participates in the development and implementation of policies and procedures; develops qualitative and quantitative analysis programs to assure that Department activities comply with federal, state, local and internal utilization review and quality standards; works with outside auditors, Medicaid, Medicare and other regulatory agencies to establish compliance; maintains required documentation. Analyzes and develops improved methods of filing, retrieving and storing records consistent with developments in the field of medical records systems; maintains an accurate inventory of charts; performs quality control and improvement activities to assure that charts are correct and have required documentation; assures that filing is timely. Supervises and participates in developing and maintaining the data collection system as applied to the business, vital statistics, insurance and research operations; provides periodic and special reports as required for medical research, quality improvement, credentialing of physicians and other Hospital activities.Acts as the official custodian of records and medical information to other outside agents, agencies and court systems; maintains the security of records on site; controls and monitors the release of medical record information, both internally and externally, protecting confidentiality and privacy as required by law and policy. Interviews, selects, and supervises subordinate personnel; evaluates work performance; provides training to Department and other Hospital staff. Participates in medical staff committee meetings, conferences and court appearances as required. Prepares the Department budget; authorizes expenditures consistent with Hospital policy. </span></span></p>

<p><span style="font-family: arial; font-size: x-small;"><span style="line-height: 115%; font-family: 'Times New Roman','serif'; color: black; font-size: 12pt;"><span style="text-decoration: underline;">License and Certificates</span>: Possession of a valid certificate as a Registered Health Information Administrator (R.H.I.A.) issued by the American Health Information Management Association (A.H.I.M.A.) </span></span></p>
